Development Process
The Honeysuckle site masterplan balances both commercial and community needs. Development projects must comply with State and local government guidelines including land-use requirements, urban design principles and sustainable development standards.
Over the years, the Honeysuckle masterplan has adjusted to changes to planning guidelines and contamination and environmental regulations.

The consent authority for Marina Precinct, Cottage Creek Precinct and Honeysuckle Precinct is the Minister for Planning. Development applications are therefore lodged with the Department of Planning. The consent authority for the Linwood Precinct, Carrington Precinct, Wickham Precinct and Hunter Street Precinct is Newcastle City Council.

- Site marketing
- Call for development proposals
- Preferred proponent (developer) selected
- Negotiations for contract for sale and development exchanged
- Development Application submitted by developer to consent authority
- Development Application determined
- Construction Certificate
- Contract settled for sale and development of site (site sold if DA approved)
- Construction starts
